Abstract:

This study develops an objective multi-criteria decision-making framework to evaluate the environmental vulnerability of smallholder peri-urban horticultural sites facing intensive pesticide use in Togo and Kenya. Based on field surveys and systematic observations across 54 sites, comprising 42 perimeters in Togo and 12 in Kenya, the final dataset encompasses 438 individual producers, with 324 respondents in Togo and 114 in Kenya. Individual data were spatially aggregated and modeled using parallel objective weighting methods, including CRITIC, correlation-corrected entropy algorithms, and PCA, validated through Kendall’s coefficient of concordance (W = 0.796; p < 0.001), and merged via the Borda consensus technique. The results show that exposure risks depend on site-specific biophysical factors rather than country-level contrasts. Kenyan sites exhibit a uniform aero-hydrological risk pattern driven by sloped terrains (64.91%), overhead sprinkler irrigation (61.40%), and immediate residential proximity within 50 meters (43.86%). Conversely, Togolese perimeters present highly localized, fragmented hotspots due to flat plots (55.17%) established in strict contiguity with fragile waterbodies, with 57.68% of plots located less than 5 meters from the water resource. While overall territorial vulnerability remains moderate for 53.57% of the areas, these distinct transfer pathways highlight the failure of generic national guidelines and underscore the urgent need for site-specific mitigation strategies. Ultimately, this structural screening index provides agricultural authorities with an operational tool to prioritize local field interventions and support safe agroecological transitions in sub-Saharan Africa.
